INTENTION TO RESUME BUSINESS AMONG SMALL-SCALE PRODUCERS AFFECTED BY TYPHOON MATMO IN THAI NGUYEN PROVINCE

Abstract
This study investigates the determinants of the intention to resume business among small household producers and traders in Thai Nguyen Province after Typhoon No. 11 (Typhoon Matmo). By integrating the Sustainable Livelihoods Framework (SLF) and the Theory of Planned Behavior (TPB), the research examines the effects of disaster-induced damage (DMG), resilience capacity (RES), financial capability (FIN), and government support (SUP) on post-disaster business resumption intentions (INT). Data collected from 307 households were analyzed using PLS-SEM. The results indicate that DMG exerts a positive influence on INT, suggesting that more severe losses may trigger stronger recovery motivation. SUP and FIN emerge as the most significant predictors of business resumption intentions, whereas RES shows no direct effect. A weak negative moderating effect of SUP × DMG reflects a tendency toward dependency when support exceeds actual needs. Overall, the study highlights that sustainable livelihood recovery among small-scale producers depends not only on individual determination but also on the strengthening of financial and institutional foundations, along with appropriate and inclusive policy interventions.
