IMPACTS OF THE NEW STRATEGY ON ETHNIC MINORITY WORK ON THE LABOR MARKET PARTICIPATION OF THE ELDERLY IN REMOTE AREAS OF VIETNAM

Abstract
This study was conducted to evaluate the impacts of the Ethnic Minority Work Strategy for the period 2013-2020 on the labor market participation of elderly people in remote areas of Vietnam. By using the DID double difference model and event study techniques, combined with large analytical data from the Vietnam Household Living Standard Survey over 5 rounds (2010, 2012, 2014, 2016 và 2018), the research results show that the ethnic affairs strategy for the period 2013-2020 has a positive impact and helps strongly promote (about 3.6 percentage points) the elderly (from 61-70 years old) in remote areas to participate in the labor market. The analysis also confirms that elderly workers in this area are still mainly engaged in agricultural work while the 2013 policy has no impact on jobs in other sectors such as salaried jobs or other non-agricultural jobs. The results of this research also provide managers with useful information in designing and promulgating relevant policies in the future.
