THE IMPACT OF HEALTH INSURANCE ON CATASTROPHIC HEALTH EXPENDITURE OF HOUSEHOLDS IN NORTHERN MIDLANDS AND MOUNTAINOUS AREAS OF VIETNAM

Abstract
The study was conducted to evaluate the impact of subsidized health insurance program on catastrophic health expenditure of households in the Northern midlands and mountainous areas. The study used data from the Vietnam Household Living Standards Survey (VHLSS) 2020. The number of households in this study was 1662. Propensity score matching (PSM) was used to assess the impact. The results showed that households with heads participating in subsidized health insurance program reduced household’s catastrophic health expenditure by 7.7% when using the kernel matching method and 7.3% when using the nearest neighbor matching method. Policy implications are that the region needs to continue expanding health insurance coverage, and that packages of health insurance benefits for the poor and nearly-poor households in the region should continue to be sustainably maintained.
