Abstract
In Ha Hoa district, Phu Tho province, there are 32 farms; each has an area of over 1 hectare but production value is less than 1 billion VND, so they are not qualified to become standard farms. Furthermore, the production value of those farms has not grown over years since 2015. In order to find solutions to promote farm economic development in Ha Hoa district, this study investigates and surveys those farms in the period of 3 years, from 2018 to 2020 to find out the current situation and reasons why their production values do not increase. The results of the survey show that one of the important reasons is that those farms only plan their production randomly according to their feelings, without knowing how to combine and allocate their available resources to production activities optimally. The research team has conducted modeling for different farm groups of Ha Hoa district according to Linear Programming on the platform of GAMS 2.25 software, finding out all the activities of the model, determining that the objective function is to maximize the year-end cash balance, defining constraints that bound on land, labor, products, and cash. The results of running the model show that with the same amount as current resources, if the farm groups produce according to the optimal plan, their production value will increase from 3.1% to 5.3%, bringing in positive changes to help them gradually develop into standard farms.
