Abstract
In the period from 2016 to 2021, although government policies that support small and medium enterprises have achieved certain successes, they have not met the requirements and needs of businesses in the context of the deep international integration and the effect of the Covid-19 pandemic. The article examines the real situation of accessing government’s supportive policies for small and medium enterprises on the basis of a survey toward 43 agencies and 600 small and medium enterprises. The results show that there are five major limitations in accessing policies, including: (i) The proactive level of enterprises in finding policies is not high; (ii) The level of responsiveness of enterprises is still low; (iii) The consulting acitivities of the authorities are not regular; (iv) Process and procedures for policy settlement are complex and strict; (v) The promulgated policies have many shortcomings. Thence, the authors have suggested some important policies from the perspective of enterprises as well as from the perspective of the government agencies and departments.
