MIGRATION, HUMAN CAPITAL, AND ECONOMIC GROWTH IN THE CENTRAL HIGHLANDS: A SIMULTANEOUS EQUATIONS APPROACH

Abstract
Internal migration, particularly the phenomenon of brain drain, represents both opportunities and challenges for economic growth in Vietnam’s Central Highlands. This study aims to (i) examine the relationship between internal migration, human capital, and economic growth; (ii) analyze the mediating role of human capital in the impact of migration on growth; and (iii) propose policy implications for local human resource development. Using a simultaneous equations model (3SLS) with panel data from five provinces in the Central Highlands for the period 2010–2024, the results reveal that internal migration exerts a direct negative effect on economic growth, yet indirectly impact on growth through stimulating investment in human capital. Based on these findings, the study proposes key human resource development policies that serve both as a driver of economic growth and as a buffer to mitigate the adverse effects of migration, thereby promoting sustainable economic development in the Central Highlands region.
