Abstract
This paper analyzes the current development of border trade between Dien Bien Province (Viet Nam) and the northern provinces of Laos during the period 2022–2024, focusing on four key dimensions: (i) the quality of imported and exported goods; (ii) the facilitation level of customs procedures; (iii) the effectiveness of goods-exchange modalities; and (iv) the impact of supporting services and trade-promotion activities. The findings indicate that, overall, the quality of cross-border goods has been relatively well managed, with transparent inspection criteria that meet technical requirements; however, the added value of traded products remains low. Customs procedures have improved markedly due to the application of electronic declarations and the “single-window” mechanism, which has helped shorten clearance times. Modes of goods exchange have become increasingly diverse including formal trade, small-scale border trade, temporary import for re-export, and border markets with transactions via the Tay Trang–Pang Hoc border gate playing a dominant role. Public services and trade promotion initiatives have been strengthened through trade fairs, supply–demand linkages, and cooperation between the Departments of Industry and Trade of both sides, contributing to market expansion and enhancing the access capacity of local enterprises. Nevertheless, border trade activities continue to face limitations, including inadequate border-gate infrastructure, the small scale of enterprises, weak competitiveness, and a low level of professionalism in trade promotion. These analytical results provide empirical evidence to inform policy formulation for developing border trade between Dien Bien and Northern Laos in a more efficient and sustainable manner in the coming period.
