Abstract
Managing expenditures of the Health Insurance Fund at the Social Insurance of Dien Bien Province is an important task of Dien Bien Provincial Social Security, in order to maintain the balance and safety of the health insurance payment fund. Total health insurance revenue as of December 31, 2022 reached VND 577 billion, health insurance expenditure was at VND 432,827 billion. Within the 3 years, the revenue was always higher than the expenditure. On the other hand, the management of the Health Insurance Fund aims to ensure fairness and harmony between the interests of individuals who benefit from the health insurance policies and of the hospital/medical facilities. In order to overcome the shortcomings, difficulties and continue to promote the achieved results in the management of health insurance expenditures in Dien Bien Provincial Social Security, it is necessary to implement a number of solutions: (1) The planning of expenditure management of health insurance fund at the provincial social insurance agency; (2) Consolidating and perfecting the process of managing health insurance fund expenditures at Dien Bien Provincial Social Security; (3) Strengthening the inspection of health insurance fund expenditure management at Dien Bien Provincial Social Security; (4) Investing in facilities, applying technology to manage expenditures of social health insurance funds.
